On 12/9/2025 at 12:00 PM the State Emergency Operation Center activated to Level – 1 Full Activation, in response to heavy sustained rains and winter storms across Western Washington. The extreme weather conditions have caused flooding and landslide risks throughout the state, particularly in western and southwest Washington. Emergency Support Functions activated: ESF 1 – Transportation, ESF 2 – Communications, ESF 3 – Public Works Engineering, ESF 5 – Information Analysis and Planning, ESF 6 – Mass Care, Housing, and Human Services, ESF 7 – Resource Support, ESF 8 – Public Health, Medical, and Mortuary Services, ESF 9 – Search and Rescue, ESF 10 – Hazardous Waste Response, ESF 11 – Agriculture and Natural Resources, ESF 12 – Energy, ESF 13 – Public Safety and Security, ESF 14 – Cross Sector Business and Infrastructure, ESF 15 – External Affairs, ESF 21 – Recovery, and Public Assistance and Individual Assistance Group, and National Guard Domestic Operations.

•Evacuation orders are in effect in – King, Snohomish, and Skagit Counties and for the Sauk-Suiattle Indian Tribe and Yakama Tribe.

•In the City of Pacific, a levee on White River failed leading to a Flashflood warning with level 3 evacuations early morning Tuesday (12/16). Evacuation orders are still in effect.

•9 shelters in the following counties: Benton, King, Lewis, Pierce, Skagit, and Snohomish.

•186 persons and 25 pets sheltered across all sites.

•Red Cross continues to provide food and health services. 30,800 meals provided and Supply chain disruption at the EPL feed mill in Sumas.

•Algona Pacific Food Bank was impacted by the White River levee breach.

•US Army Corps of Engineers (USACE) and Washington State Ecology (ECY) continue to monitor dams and watersheds across Washington.

•Lake Sylvia Dam is downgraded to LEVEL 2. WA Ecology is still monitoring.

•City of Stehekin has no potable water. Chelan County is resourcing drinking water.

•Water and wastewater treatment plants are experiencing impacts in Skagit, Whatcom, King, Pierce, Thurston, Lewis, Cowlitz, Chelan, and Yakima counties.

•Shangri La water system in Sedro Wolley is under a boil water advisory.

•Western State Hospital is working off stored water. If power is not returned to well fields by tomorrow (12/18), the facility will run out of water.

•United General Hospital in Sedro Woolley has resumed normal operations as of 12/15 and is open but will be monitoring flood levels over the next several days.

•Long Term Care Facilities evacuated: Burlington, Sedro-Woolley, La Conner, Pacific, Lakewood, and Auburn.

72HR Weather Overview: The damaging winds that affected the state early Wednesday (12/17) have eased. Winds increase again on Thursday (12/18) but maximum wind gusts will be about 10-15mph lower than Wednesday’s storm. Isolated tree damage and power outages are possible especially in favored areas such as Whidbey Island, but overall wind risk for Thursday is lower than with Wednesday’s storm. An atmospheric river event will aim at Oregon and far SW Washington on Thursday. The heaviest precipitation will remain south of where the most significant flooding has occurred thus far. Precipitation amounts Friday through the weekend will be less and precipitation will mostly fall as mountain snow showers. As freezing levels lower, water runoff into watersheds and rivers will be much less.

•DOE Eagle-I is reporting 199,265 customers without power (as of 1330 on 12/17).

•Pierce County 47,813 30%

•Island County 31,299 33%

•Clark County 23,956 10%

•Snohomish County 23,383 3.5%

•Thurston County 23,207 16% (% of customers)

WSDOT is reporting 10 road closures and 8 restrictions:

•I-90 – Closed westbound at MP 80 (traffic using on and offramp to bypass)

•US-2 – Closed both directions from MP 50 to MP 99

•US-12 – Closed both directions at MP 190

•SR-20 – Multiple closures at MP 92, MP 113, MP 130, and MP 134 to MP 178

•SR 121 – Closed southbound at MP 2.5

•SR-131 – Closed both directions from MP 0.1 to MP 1

•SR-167 –Closed northbound at MP 16 and MP 18

•SR-165 – Closed both directions at MP 16.4

•SR-410 – Closed both directions at MP 26, Closed eastbound at MP 57, Closed westbound at MP 74

•SR-530 – Closed both directions from MP 57 to MP 61

•Damage to a fiber line along the SR 410 corridor preventing 911 service to Crystal Mountain area landlines, mobile services still available.

•Verizon, AT&T, and T-Mobile have extensive service outages due to power outages.

•Skamania County: 911 outages reported within the county, they are working alternate actions to maintain their ability.

•Flooded Chevron in Auburn began sheening gasoline from underground tanks. The owners are working with a cleanup contractor to do the cleanup work. Project will continue for at least two more weeks.

•Olympic Pipeline Cleanup, area is currently flooded and inaccessible.

•ECY currently has staff on scene evaluating a sunken fishing vessel at the Port of Ally in Belfair with 500 gallons of diesel on board.
